Flounce; ruche

decoration of ladies' dresses, blouses and underwear, made from a gathered strip of textile fabric, which is sewn on or otherwise attached to a garment by its long side only. A f. may be worked into a fold, pleated, gathered, or cut into a particular shape. A typical feature in the clothing of girls and young women, giving it a youthful look.
